My sisters dog will pee, but why will he not poop? Is he ill or something?

He is a 7/8 month old pup, he will go pee on his pad, however, he will refuse to go poop, he also has to go poop a lot of times, but he will not go, when I checked his pee today, it was water, and yet, he still has not gone poop. Any advice would be helpful, he does go poop in my room for some reason, but also, he will pee in the wrong places, only because it looks like his pads, but that is a good thing, right? but he will only go poop in my room, that's it. He will poop in your room because he can smell that he went there before, it is like a little road map for him. Get some odor remover with enzymes in it to completely remove the smell. You have to spend time with him and train him as to where he can and can't go to the bathroom, take him outside on a regular basis ( puppies have to go to the bathroom a lot because they eat a lot in order to grow and be healthy). Praise him when he goes to the bathroom outside, with a treat and attention. Tell him no when he goes in the wrong place but only if you catch him doing it. When was the last time he pooped? Take him outside to use the bathroom. Or he may be constipated, if he hasn't pooped in a few days.
